Mostly all the governments do charity to its needy peoples whether following the democratic or dictatorship rules or even dynasties. The charity is extended to the persons who are any way unable to run their lives smoothly and on their own. Since, in general, the governments are considered the guardians of its public, then naturally it becomes the duty of the respective governments to take care of its all the citizens. Citizens of any country can be categorized in different strata’s in ascending or descending orders. The upper creamy layer of the citizens is expected to do charity directly to the needy public of that country or indirectly through government. Sometime governments make a general appeal to the creamy layer persons to do charity for the peoples in their own country or even to a different country in case of conditions of calamities. This is the concept of welfare state. The governments are considered responsible up to the last person of the society in providing the three basic amenities i.e. bread, cloth and shade.
Each country has its own constitution. The United States of America is a federal and a constitutional republic and comprises of more than fifty states. Different states are located in different parts of the country. The Government of any country is elected by the people and for the people. The government takes care of the affairs of the country and also establishes law and order in the system.
It neither has a well defined start nor a defined end to it. It greatly depends on the way an individual exercises his or her powers in the system. It can help a country in achieving its social goals as well as prosper. It totally depends on the individual who is vested with all the powers and how he or she exercises his or her powers in the system.
